中国法学交流基金会简介

中国法学交流基金会是由中国法学会主管、在民政部登记注册的国家级公募基金会，1986年5月经中国人民银行批准成立，1993年2月按规定在民政部登记。2021年1月选举产生第四届理事会。中共中央政治局委员、全国人大常委会副委员长、中国法学会会长王晨同志亲切会见理事会成员并作重要讲话。

中国法学交流基金会坚持以习近平新时代中国特色社会主义思想为指导，坚定不移走中国特色社会主义法治道路。组织动员更多社会力量支持法学会事业发展，支持法治中国建设。为中国法学会及其所属研究会、地方法学会及会员提供服务，积极促进国内国际法学法律交流与合作，为法学研究、法学交流、法治宣传、法律服务、人才培养以及资助社会弱势群体、法治扶贫及其他社会活动提供支持，强化法律与经济融合发展，为共建“一带一路”、推进法治中国建设营造良好法治环境。

中国法学交流基金会支持中国法治国际论坛（2020）成功举办，习近平总书记向论坛致信；积极参与脱贫攻坚，向贫困地区捐赠专项扶贫资金及物资；积极参与新冠疫情防控，录制抗疫普法视频，筹措防疫物资工作；积极参与《民法典》等法律法规的宣传普及工作。也曾参与举办亚太法协第14届大会，时任国家主席江泽民出席开幕式并致辞；支持“中国法学优秀成果奖”等评选；连续多年组织承办青少年大型普法系列活动等。

中国法学交流基金会依托中国法学会的政治优势、地方资源和专家资源优势，围绕中国法学会工作重点，积极开展工作。积极参与推动中国特色社会主义法治理论创新发展，着力支持开展习近平法治思想学习宣传、培训研讨、编写出版等工作。积极参与推动共建“一带一路”高质量发展，着力支持中国法学会主办的“中国法治国际论坛”，深化对外合作交流。聚焦党中央关注的重点问题，国家经济社会发展中的关键问题，着力支持重点领域、新兴领域、涉外领域立法研究，更好服务科学决策和法治实践。积极参与推进我国法域外适用的法律体系建设，着力支持涉外法律、我国法域外适用，“长臂管辖”反制理论和实践、国际商事解决机制等研究。积极参与法治人才培养，着力支持涉外法治人才培养。

中国法学交流基金会在理事会领导下开展工作，打造具有良好社会声望、较强专业能力、完善治理结构的专业型、智库型基金会，为服务党和国家大局作出应有贡献。

Introduction

China Legal Exchange Foundation is a national public-raising foundation supervised by China Law Society and registered in the Ministry of Civil Affairs. It was founded in the May of 1986 and registered in the Ministry of Civil Affairs in 1993 by law. In the January of 2021, the 4th council of the foundation was established through election, when comrade Wang Chen, a Member of the Political Bureau of CPC Central Committee, Vice Chairman of the NPC Standing Committee, and President of China Law Society, met the members of the council and gave an important speech.

China Legal Exchange Foundation is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and steadfastly sticks to the socialist path of law with Chinese characteristics. The purpose of the foundation includes:

I. Organize and mobilize more social force to support the development of China Law Society and the construction of the rule of law in China;

II. Provide service for China Law Society and its affiliate academies, local law societies, and members;

III. Actively promote domestic and international legal exchange and cooperation;

IV. Provide support for social activities like legal researches, legal exchanges, law publicity, legal service, talent training, social vulnerable group funding, poverty alleviation through rule of law, etc.

V. Enhance the integrated development of law and economics;

VI. Create a sound legal environment for jointly building the “Belt and Road” initiative and promoting the construction of the rule of law in China.

China Legal Exchange Foundation has done the following work:

I. Supported China Forum On International Legal Cooperation (2020), to which President Xi Jinping sent congratulations;

II. Actively participated in the poverty alleviation by donating special poverty-alleviation funds and materials to the poverty-stricken area;

III. Actively participated in the prevention of COVID-19 by publishing pandemic-prevention and law-publicity videos and preparing pandemic-prevention materials;

IV. Actively participated in the publicity work of laws and regulations, including the Civil Code;

V. Participated in the organization work of the 14th Conference of the Law Association for Asia and the Pacific, of which the then national President Jiang Zemin attended the opening ceremony and gave a speech;

VI. Supported the reviewing process of “the Excellent Legal Research Achievement Prize for Chinese Youth”;

VII. Organized and hosted large-scale law-publicity activities for teenagers for many years running.

Leveraging the political resources, local partners, and experts of China Law Society, and focusing on its key work, China Legal Exchange Foundation will actively carry out the following work:

I. Actively participate in promoting the innovation and development of the theory of socialist rule of law with Chinese characteristics by supporting and carrying out publicity activities, training programs, seminars, and writing and publishing work on Xi Jinping Thought on the Rule of Law;

II. Actively participate in promoting the qualified development of the joint building of the “Belt and Road” initiative by supporting the “China Forum On International Legal Cooperation” hosted by China Law Society and deepening international legal exchanges;

III. Focus on the important issues concerned by the Central Party Committee and the key issues on the economic and social development of China, and lay emphasis on supporting the legislation researches on the key, emerging and foreign affairs-related fields, so as to provide better service for scientific policy-making and legal practice;

IV. Actively participate in and promote the building of the Chinese law extraterritorial application system by focusing on supporting the researches on the extraterritorial application of Chinese law, “long-arm jurisdiction” counter theories and practice, and international commercial resolution mechanism;

V. Actively participate in legal talents training, focusing on supporting the training of legal talents dealing with foreign affairs.

Under the leadership of its council, China Legal Exchange Foundation shall develop into a professional and think-tank foundation with good social reputation, enhanced professional skills, and a complete management structure, so as to make due efforts to contribute to the overall work of the Party and the country.
